Identix Signs Collaboration Agreement with the Prime Contractor Sagem Defense Securite

Identix has announced a collaboration agreement with Sagem Defense Securite to deploy a large-scale, turnkey, multi-biometric system in Mexico for the Instituto Federal Electoral (IFE) to detect multiple registration and eliminate identity fraud in the Mexican national voter registry.

Sagem Defense Securites Automated Fingerprint Identification System (AFIS) and Identix ABIS(TM) biometric matching platform are being integrated by the prime contractor Sagem Defense Securite into a multi-biometric identification system that uses both fingerprint and facial recognition to help ensure that each Mexican citizen is registered only once in the national voter rolls. Eventually, the program is expected to process some 72 million voters, with throughput of 100,000 registrations and ID searches per day. Upon completion, this program is expected to be the largest multi-biometric identification system in the world. Identix is a subcontractor to Sagem Defense Securite, the prime contractor on the program. Identix will provide its FaceIt-powered ABIS biometric matching platform, to enable the facial recognition matching function of the multi-biometric system. The system is being designed to process 87 million records over the initial two year period and can scale to meet a potential capacity requirement of 102 million records. At the request of the prime contractor, the current and future value of the subcontract was not announced. The two-year program is being deployed in two phases. The first phase involves reworking the existing electoral databases to incorporate the Companies integrated multi-biometric system. Operated by IFEs personal, this system is loading the 66 million digital fingerprints already recorded and searching them since February 2006 to detect any duplicates in the current voter rolls. During the second calendar quarter of 2006, Identix ABIS system will be used to convert approximately 70 million existing ID photos into biometric templates to create a searchable biometric portrait base. Identix ABIS is being designed to meet this programs demanding performance requirements of more than 2 million image enrollments and more than 50,000 search per day with response times of under one minute. Digital fingerprint data for the multi-biometric system is provided by more than 2,500 MorphoTouch terminals located around the country. The IFE purchased these from Sagem Defense Securite in previous contracts. The second phase will kick off in the later half of 2006 when the multi-biometric system will start handling the real-time processing of new requests. Using the multi-biometric data, the IFE will check newly registered voters, to make sure that they only appear once on the rolls. By December 2007, the database shall be expanded to include some 72 million people.
