In March 2007, Malta has launched the National Identity Management System (NIDMS), which aims to achieve the gradual, integrated implementation of an internationally recognised four-tier security model. The latter aims to link the electronic identity cards system (e-ID Cards), which have been issued since 2004, with e-Passports and biometric visas for Maltese citizens and is also to be integrated into the country’s border checkpoint control systems and the systems for the registration of third country nationals.
The e-Passport system developed by De La Rue has been designed to meet software development and NIDMS compliance requirements. It includes De La Rue’s SIPS 500e personalisation system which encodes and locks the chip, personalises and laminates the physical book and then performs a quality assurance check within a single manufacturing process. De La Rue is also set to provide the Maltese authorities with border control systems such as ePassport reading and validation stations, as well as perform network infrastructure and PKI administration.
The application process employs De La Rues MIDIS software for enrolment, data capture and audit control. The software has already been implemented in over 750 locations for more than 35 governments worldwide. The Maltese e-Passport also features the SHIELD technology, which includes integrated, multi-level holographic security features as an ultra-thin film laminate.
The initial Maltese e-Passports offer Basic Access Control (BAC), with is to be upgraded to EAC (Extended Access Control) in 2009. The contract between De La Rue Identity Systems and the Maltese government includes a seven-year interval.
