Alipay, an affiliate of Alibaba Group, and an online payment service in China, has locked out free payment services for desktop computer users as the company tries to go mobile.

Mobile users will continue to have free services but for desktop computers there is a charge ceiling of USD 1.63(CNY10) and a floor of USD 0.08(CNY0.5) per payment, based on a rate of 0.1% for every transaction, according to Alipay. Previously, users had monthly quotas for free online payment and they were charged 0.5% for transactions beyond their quota. The ceiling was USD 4.10(CNY25).

Chinas third-party mobile payments have been booming and hit CNY 334.3 billion in Q3, up 173 percent from Q2, according to Enfodesk, a commercial information provider. Alipay scooped about 64.4% of that, followed by Lakala, another payment provider, which took about 24.2%.

Launched in 2004, Alipay provides an escrow service and partners with more than 170 financial institutions to provide payment solutions for Taobao.com and Tmall.com, as well as more than 460,000 online Chinese merchants. Alipay now supports more than 800 million registered users and processes over 105.8 million transactions daily, totalling a monetary value of over USD 3 billion.

In recent news, Alipay has partnered CyberSource for its Decision Manager and Managed Risk Services to help reduce and control fraud rates for its merchants.
