These online and telephone payment options are available through Official Payments Corporation, a wholly owned subsidiary of Tier Technologies, in association with the Internal Revenue Service (IRS) and the respective district and state agencies, and are available to all taxpayers, including paper filers, electronic filers, those who use tax-preparation software and those whose returns are prepared by accountants. For the IRS, 22 states and the District of Columbia, Official Payments Corporation offers the ability to transact both federal and state payments in one session. Effective with the commencement of the 2004 tax season, taxpayers can now pay their 2002 Form 1040 prior tax year obligation payment through Official Payments Corporation. This payment type was added concurrent with the IRS contract renewal. Taxpayers are offered electronic payment options in 22 states and the District of Columbia. Citizens using VISA, MasterCard, American Express, Discover cards with rewards programs may, depending on their cards program, earn reward points, airline frequent flyer miles or cash back for paying their taxes, fees and fines.
